Put your Luxembourg question to someone who knows it
Luxembourg questions are rarely generic. Whether your candidate lives in the Grand Duchy or commutes from Thionville changes their tax position. Which language the contract is written in changes what a tribunal reads. Whether an index tranche lands in March changes your budget. Put the specifics to us and you will get specifics back.
One team, based on this market
- Contracts to the Code du travail, payroll to the CCSS
- A Luxembourg desk that answers to you directly
One person now, more later if it works
Practitioners rather than generalists, working this market daily

Employment your people will not have to worry about
There is no requirement for you to hold a Luxembourg company. Ours signs the contract, appears on the CCSS declaration and carries the employer duties. Recruiting stays with you.
Long-Term Partnership
Growth here is often slower and more deliberate than in larger markets, and that is fine. Nothing in the arrangement penalises staying at two people for three years, and nothing blocks you going to fifteen.
What the arrangement costs
You see the per-employee figure before signing anything, and it is the figure that appears on every invoice afterwards. CCSS contributions are reproduced at the amount the CCSS charges. Nothing is added for onboarding, nothing is taken as a share of pay, and no uplift clause sits in the contract waiting for year two.
Complexity, Sorted
Three mechanics tend to surprise employers arriving here. Each employee carries a fiche de retenue d’impôt from the ACD which dictates their withholding rate. A declaration is due to the CCSS monthly. And indexation raises every salary in the country by 2.5% whenever the cost-of-living index crosses a threshold, automatically and without negotiation. All three are handled on your behalf.
Expert Support
Typical queries: has this person accrued enough service for an indemnité de départ, when does notice actually begin to run, how much leave is outstanding, what does the CCSS still need from us. These get answered by a person, usually within the day.
People Before Platforms
Continuity is deliberate here. Whoever handles your account in month one is still handling it in year three, and already knows which of your staff are cross-border and what was agreed last time.
Tailored, Not Templated
Roughly half the people working in Luxembourg commute in from France, Belgium or Germany. If yours is one of them, their home-working days are limited by tax treaty thresholds before their income becomes taxable where they live. A resident hire raises none of that. We work out which case yours is before the contract is drafted.
What working with us involves
- Our customers are businesses employing into Luxembourg from elsewhere
- Payroll and HR stay in-house rather than going to a partner
- Familiarity with how employment here works in practice
- A per-employee figure agreed in advance
Before the first payslip
Give us the role, the salary and where the person will be resident.
We come back with the full monthly cost, including the CCSS contribution at your Mutualité class.
The contract is drafted in French, German or English as the employee prefers, then signed in two originals.
We declare the employee to the CCSS within eight days and request their tax card from the ACD.
Withholding is applied against the tax card, the monthly declaration is filed, and the payslip reaches your employee.
An HR function you do not have to staff
Specific answers to specific situations
A platform covering fifty countries from a shared template will not flag that your March payroll is about to rise by 2.5%, or that notice served on the 16th does not start until the 1st of the following month. Those details are the job.
You are quoted for what your situation requires. The people delivering it correspond with the ACD, the CCSS and the ITM as an ordinary part of the week.
- No reconciliation surprises in December
- Advice grounded in this jurisdiction specifically
Ready to make the hire?
Your candidate can be employed, declared to the CCSS and on payroll without a Luxembourg company in your name.
Describe the role and where the person lives. We will reply with costs, a realistic first-payslip date, and a straight view on anything that looks difficult.
